Recently, the Ministry of ecology and environment issued the notice on the key work related to the management of enterprise greenhouse gas emission report in 2022, and updated the power generation facilities of enterprise greenhouse gas emission accounting methods and reporting guidelines (revised version in 2022) in the form of an annex to the notice.

When interpreting the main contents of the notice on key work related to the management of greenhouse gas emission reports of enterprises in 2022, the relevant person in charge of the Department of climate change of the Ministry of ecology and environment stressed that the sampling, sample preparation, testing and standard conversion of coal samples from key emission units in the power generation industry, It shall be implemented in accordance with the relevant standards specified in Table 1 of the guidelines for accounting methods and reporting of greenhouse gas emissions of enterprises power generation facilities (revised in 2022). From April 2022, within 40 days after the end of each month, key emission units in the power generation industry shall issue elemental carbon content test reports through testing institutions / laboratories with China Metrology Certification (CMA) qualification or recognized by China National Accreditation Commission for conformity assessment (CNAs). The test report shall also include the test results of elemental carbon content, low calorific value, hydrogen content, total sulfur, moisture and other parameters of the sample for cross verification of data authenticity. The test report shall be stamped with CMA qualification mark or CNAs approval seal.

Notice on the key work related to the management of enterprise greenhouse gas emission report in 2022

Ecological environment departments (bureaus) of all provinces, autonomous regions and municipalities directly under the central government, and Ecological Environment Bureau of Xinjiang production and Construction Corps:

In order to strengthen the management of enterprise greenhouse gas emission data and strengthen the supervision and management of data quality, the key work requirements related to the management of enterprise greenhouse gas emission report in 2022 are hereby notified as follows.

1、 Key tasks of power generation industry

The provincial competent departments of ecological environment are requested to organize and carry out the following key work of greenhouse gas emission report management in accordance with the relevant provisions of the measures for the administration of Carbon Emission Trading (Trial).

(1) Organize key emission units in the power generation industry to submit the 2021 annual greenhouse gas emission report

Organize power generation enterprises or other economic organizations with greenhouse gas emissions of 26000 tons of carbon dioxide equivalent (comprehensive energy consumption of about 10000 tons of standard coal) or above in any year of 2020 and 2021 (see Annex 1 for the subclass of power generation industry) (hereinafter referred to as key emission units), Before March 31, 2022, calculate the annual emissions in 2021 (in which the power grid emission factor is adjusted to 0.5810 tCO2 / MWh) in accordance with the requirements of power generation facilities in the guidelines for accounting methods and reporting of greenhouse gas emissions of enterprises (Environment Office climate [2021] No. 9), prepare the emission report, and pass it through the environmental information platform( http://permit.mee.gov.cn )Fill in relevant information and upload supporting materials. Self owned power plants (not limited to industries listed in Annex 1) that meet the above annual emission requirements are regarded as key emission units in the power generation industry.

Organize key emission units in the power generation industry to carry out information disclosure in accordance with the law, and publish the verified greenhouse gas emission related information of the first performance cycle of the national carbon market (2019-2020) through the environmental information platform before March 31, 2022 in accordance with the information disclosure format requirements of the guidelines for accounting methods and reporting of greenhouse gas emissions of enterprises (revised version in 2022) (see Annex 2). If state secrets and trade secrets are involved, the key emission units shall provide supporting materials to the provincial competent department of ecological environment according to law, and disclose the rest of the information after deleting the relevant confidential information.

(2) Organize the verification of the 2021 annual emission report of key emission units in the power generation industry

According to the requirements of the guidelines for the verification of enterprise greenhouse gas emission reports (Trial), complete the verification of the 2021 annual emission reports of key emission units in the power generation industry before June 30, 2022, including organizing the verification, informing the verification results, handling objections and making review decisions, completing the system filling and submitting a written report to our ministry (climate change response Department).

The provincial competent department of ecological environment shall log in to the management end of the national carbon emission data submission system through the special ecological environment network to allocate verification tasks and manage verification work. Organize the verification technical service institution to register the account through the environmental information platform (the verification end of the national carbon emission data submission system) and fill in the verification information.

(3) Strengthen the management of verification technical service institutions

If a technical service institution is entrusted to cooperate in the verification through the purchase of services by the government, the work quality, compliance and timeliness of the technical service institution preparing the verification report for 2019-2021 shall be evaluated in accordance with the relevant provisions and format requirements of the verification guide for enterprise greenhouse gas emission report (Trial), and the evaluation results shall be made public to the public through the environmental information platform before July 30, 2022.

(4) Update the data quality control plan and organize the information-based certificate storage

Organize key emission units in the power generation industry to update the data quality control plan through the environmental information platform before March 31, 2022 in accordance with the requirements of the guidelines for enterprise greenhouse gas emission accounting methods and reporting power generation facilities (revised in 2022), and according to the updated data quality control plan, within 40 days after the end of each month from April 2022, The carbon content and other parameters of elements shall be tested by the inspection and testing institutions with China Metrology Certification (CMA) qualification or recognized by China National Accreditation Commission for conformity assessment (CNAs), and the following accounts and original records shall be stored through the environmental information platform:

1. Parameter data related to carbon emission accounting such as monthly fuel consumption of power generation facilities, low calorific value of fuel, elemental carbon content, purchased power consumption and scanning documents of sealed standing book records;

2. The electronic scanning copy of the original inspection and testing report. The testing parameters shall at least include the carbon content, hydrogen content, total sulfur, moisture and other parameters of the sample elements. The report shall be stamped with CMA qualification identification mark or CNAs approval identification seal;

3. The production data related to quota accounting and distribution, such as monthly power supply, heat supply and load factor of power generation facilities, and the original scanned documents of the sealed account records.

The original records and management accounts of the data involved in the greenhouse gas emission report shall be kept for at least five years, and local organizations are encouraged to explore and carry out automatic certificate storage for qualified key emission units.

(5) Determine and publish the list of key emission units in 2022

According to the verification results, the key emission units in the power generation industry with greenhouse gas emissions of 26000 tons of carbon dioxide equivalent in any year of 2020 and 2021 and the unit determination criteria included in the quota management (see Annex 3) will be included in the list of key emission units under the quota management of the national carbon emission trading market in 2022. The list and its adjustment shall be made public to the public on the official website of the provincial competent department of ecological environment before June 30, 2022, and shall be reported in writing to our ministry (climate change department), with a copy to the national carbon emission right registration authority (Hubei carbon emission right trading center) and the national carbon emission right trading authority (Shanghai environment and energy exchange).

The list of key emission units for 2019-2020 (the first performance cycle) and the list of key emission units included in the quota management of the national carbon emission trading market (2021 list) submitted in accordance with the notice on strengthening the management of enterprises' greenhouse gas emission report (HBCC [2021] No. 9) have not been made public, The provincial competent department of ecological environment shall make it public on its official website before March 31, 2022, and submit it to the national carbon emission right registration authority and the national carbon emission right trading institution.

(6) Strengthen daily supervision

Organize the municipal competent department of ecological environment divided into districts to carry out daily supervision and law enforcement on the key emission units in the directory in the way of "double random and one disclosure", focusing on the accuracy of the directory, the effectiveness of the enterprise data quality control plan and the implementation of various measures, and the implementation of the enterprise's information disclosure according to law, Complaints and reports and the verification of clues to relevant problems transferred by the superior competent department of ecological environment. Urge the enterprise to rectify the verified problems, summarize and inspect the implementation of the daily supervision work of the municipal competent department of ecological environment divided into districts every quarter, and report the daily supervision implementation of the previous quarter to our department (climate change department) before April 15, July 15, October 21, 2022 and January 13, 2023.

2、 Other key tasks in the industry

(1) Organize enterprises in other industries to submit the 2021 annual greenhouse gas emission report

Organize key enterprises in petrochemical, chemical, building materials, steel, nonferrous metals, papermaking and civil aviation industries with greenhouse gas emissions of 26000 tons of carbon dioxide equivalent (comprehensive energy consumption of about 10000 tons of standard coal) or more in any year of 2020 and 2021 (see Annex 1 for specific industry sub categories), according to the accounting methods and reporting guidelines of greenhouse gas emissions of enterprises in corresponding industries The supplementary data sheet (downloaded on the environmental information platform, in which the power grid emission factor is adjusted to 0.5810 tCO2 / MWh) requires that the annual emissions in 2021 be calculated and the emission report be prepared before September 30, 2022, and the greenhouse gas emission, relevant production, relevant supporting materials and the information of technical service institutions preparing the greenhouse gas emission report shall be reported through the environmental information platform.

(2) Organize the verification of greenhouse gas emission reports of enterprises in other industries

Before December 31, 2022, complete the verification of the 2021 annual emission report of key emission units in other industries other than the power generation industry in accordance with the requirements of the guidelines for the verification of enterprise greenhouse gas emission report (Trial).

3、 Safeguard measures

(1) Strict rectification and Implementation

For the typical cases reported by our department in the special action of carbon emission data quality supervision and assistance, all localities should further verify and rectify. The notified key emission units shall be listed as the key objects of daily supervision, and the verified relevant violations shall be severely punished according to law. For the notified verification technical service institutions, all localities shall carefully entrust them to undertake the verification work in 2021. For the notified inspection and testing institutions, all localities shall carefully accept the results of their carbon emission related testing reports.

(2) Strengthen organizational leadership

All localities should attach great importance to the management of greenhouse gas emission reports, strengthen organization and leadership, establish a regular supervision and law enforcement mechanism combining regular inspection and random inspection, and effectively improve the quality of carbon emission data by strengthening daily supervision and other means. Our department will supervise, guide, investigate and assist all localities in the implementation of the key tasks of this notice, and report the outstanding problems.

(3) Implement work fund guarantee

All localities shall implement the funds required for the quality management of carbon emission data such as greenhouse gas emission verification, supervision and inspection and relevant capacity-building of key emission units, and complete the relevant work with quality and quantity on schedule.

(4) Strengthening capacity building

All localities should, in combination with the actual needs of greenhouse gas emission reporting and verification of key emission units, enrich the strength of carbon emission supervision and management and law enforcement teams, and do a good job in the supervision of technical service institutions. Organize and carry out capacity-building related to the quality management of carbon emission data of key emission units, promote and accelerate the improvement of the internal carbon emission management system of enterprises, and improve the quality level of carbon emission data. Encourage qualified places to explore and carry out multi-source data comparison, identify abnormal data and enhance the pertinence of supervision.
