From January to April, the municipal comprehensive administrative law enforcement bureau of ecological environment carried out traceability law enforcement inspection on 47 black smoke vehicles captured by remote sensing and vehicles exceeding the standard detected by remote sensing, involving 10 motor vehicle emission inspection institutions in the city. Three suspected environmental violations of the two inspection institutions found in the inspection were filed for investigation and punishment according to law.

Case 1:

An inspection institution in Guangling district is suspected of fraud in motor vehicle emission inspection

According to the clues of the black smoke vehicle captured by remote sensing in Yangzhou, on March 17, 2021, the law enforcement personnel of the Municipal Ecological Environment Bureau conducted an on-site inspection on an inspection institution in Guangling district. After reading the environmental inspection and detection process data of the vehicle with license plate number Suk * * * * 9 on the No. 2 inspection line on January 19, 2021, it was found that the vehicle did not always keep the throttle at the maximum opening state when using the loading deceleration method, After the accelerator was manually controlled at 100% and 80% of the test points, the inspection report of the in-service diesel vehicle was issued.

An inspection institution in Baoying county is suspected of failing to inspect in accordance with the specified emission inspection methods and technical specifications, and failing to save the inspection information and relevant technical data

According to the clues of Yangzhou city's remote sensing capture of the black smoke vehicle, on April 14, 2021, the law enforcement personnel of the Municipal Ecological Environment Bureau conducted an on-site inspection on an inspection institution in Baoying County. After reading the environmental inspection monitoring video of the vehicle with license plate number Suk * * * * 1 on the No. 2 inspection line on September 22, 2020, it was found that when the vehicle was detected by the loading deceleration method, there was an obvious visible smoke veto, The inspection organization still tested the vehicle online twice and issued a qualified test report. During the inspection, the law enforcement personnel also found that the mobile probe of the No. 2 detection line of the inspection agency lacked monitoring video from November 3 to 7 and November 9 to 14, 2020.
