1、 Capacity improvement training

（1） Training content. The latest requirements of relevant laws and regulations on qualification recognition management of inspection and testing institutions, qualification recognition reform, notification and commitment system, qualification recognition review requirements and review skills, etc.

（2） Training methods. Since the current national qualification accreditation reviewers can generally meet the review needs, the assessment of new national qualification accreditation reviewers will not be organized in 2021. Continuing education will be conducted in the form of a combination of network training and on-site training. The training outline and courseware will be published through the qualification accreditation reviewer system of inspection and testing institutions on the website of the State Administration of market supervision, and the reviewers shall download and learn relevant contents in time. On site training focuses on key reviewers and focuses on the construction of training teachers.

2、 Ability improvement assessment

In 2021, we will continue to carry out the online ability test of national qualification accreditation reviewers. All national qualification accreditation reviewers should sign up and take the exam. When signing up, they need to reconfirm and improve their personal information, and can sign up successfully only after passing the recommendation unit. The test contents include laws and regulations, policies and systems, review requirements and common review problems related to the qualification recognition management of inspection and testing institutions. Those who do not participate in the online capability test or fail to pass the test for no reason will be included in the list of abnormal conditions of reviewers, and the qualification recognition Department of inspection and testing institutions will use it with caution. If a substitute examination or other fraud is found in the online test, the examination qualification shall be cancelled and the evaluation work shall no longer be undertaken.

The assessment of provincial qualification accreditation reviewers shall be organized by the provincial market supervision department. Encourage testing through the qualification accreditation reviewer system of inspection and testing institutions of the General Administration of China, and promote the improvement of the ability of national qualification accreditation reviewers.

3、 Due reviewer confirmation

The accreditation and testing department of the State Administration of market supervision will confirm the national qualification accreditation reviewers that expire within the year (the certificate is valid until December 31, 2021). The following personnel will no longer be included in the management of national qualification accreditation reviewer database:

（1） Over 65 years old (born before June 30, 1956);

（2） The competence of the reviewer is no longer within the qualification scope of the inspection and testing institution, such as scientific research, medicine and health care, occupational health technology evaluation services, animal and plant quarantine, construction project quality appraisal, house appraisal, maintenance and testing of fire-fighting facilities, etc;

（3） The actual review experience within the validity period of the previous certificate is less than 3 times (including the qualification review of provincial inspection and testing institutions);

（4） Failed to participate in the online capability test of national qualification accreditation reviewers or failed to pass the test in 2019-2021;

（5） Those who violate the management requirements of reviewers or have other violations are dealt with.

The list of confirmed personnel will be published and continue to be included in the national qualification accreditation reviewer database.

4、 Strengthen the integrity and professional education of reviewers

The review shall follow the principles of unity, standardization, objectivity, impartiality, scientific accuracy, fairness and openness. It is strictly prohibited for reviewers to accept all kinds of property of the review object, to carry out consultation in violation of the principle of fairness, and to resort to fraud to make false review conclusions. The training and examination of national qualification accreditation reviewers will add relevant requirements for integrity, add integrity review statement for on-site review, publicly report complaints and reflect problems by telephone and email, and randomly select some on-site reviews for return visit. After receiving the clues of the problem that the national qualification accreditation reviewer violates the integrity practice, the accreditation and testing department will carefully verify it and push it to the discipline inspection and supervision department of the reviewer's unit according to relevant regulations and procedures.
